To achieve its mission, the Center focuses on providing vocational training and education as well as a comprehensive set of services designed to assist juvenile offenders in maintaining a positive transition to their home community.

The Center has been accredited by the Council on Occupational Education since 1983 and has been approved as a Career School by the Texas Workforce Commission. In 1998, the Center received a Charter for the operation of the Raven School.
